He concluded his career as chief economist and senior vice president at the U.S. Chamber of Commerce. He brings a lifelong curiosity and a passion to federal economic policy because policy directly affects people's lives and greatly influences the nation's prosperity and security. Foster received his undergraduate degrees in economics and mathematics from the University of Colorado and his PhD in economics from Georgetown University.
