Roger Harper is about to end his life by jumping off a bridge. He is talked down by a discredited dealer who formerly worked at a Las Vegas casino. Together they conspire to cheat at the poker tables. After Harper wins a jackpot of over $10 million, he discovers that nearly half of the proceeds are made up of IOU's. One gambler commits suicide by slashing his throat after Harper tries tp bully him for cash. Sprayed with blood, Harper becomes sick, but the medivac team does not take him to a hospital; instead he is airlifted to an ocean prison, He discovers the inmates are all victims of abductions and are being issued for medical research. Harer enlists the help of one of the staff named Julia Norton. Together they contact the outside world and recruit two of the gamblers who still own Harper money. A wealthy oil sheikh attempts a rescue by yacht, only to be blown up by a sea mine. The second rescuer is a retired British Admiral, who uses a submarine to complete the second mission. Meanwhile, a rookie FBI Research Analyst works on the cold case of Harper's disappearance. She successfully uncovers a plot to kill the CEO of a large Medical Research Company, but the result is far from what she had expected.
