Earth is falling into chaos after the recent battle for the planet (as depicted in "United We Fall".) Armed anti-gravity drones provide security along with shackles (sleeve worn devices that are illegal to remove).

The only hope for Earth lies in the prospect of joining the galactic community - Inclusion = Great Prosperity, Jobs and trade agreements with alien worlds.

Some powerful races, however, given our history of violent behavior, threaten not to allow Earth into the community. 

It is up to Derrick Folsom and his team to fulfill their mission of delivering the ambassador of earth to the capital planet of Galactico and repair Earth's damaged reputation in the process.

The only things standing in the way are an ambitious ambassador, a heart-broken officer, a life form living in his brain, a stowaway and the ghost of the ship's former commander.
