JAMES M. BOUREY is a long time city manager and consultant turned author. Jim has two master’s degrees from Washington University and served as a city and county manager as well as a professional planner and consultant for four decades. He managed cities and counties throughout the country with as many as 10,000 employees and an annual budgets exceeding one billion dollars. He has published two professional books and dozens of articles and columns and as an adjunct professor taught at Arizona State University.
