Kobusingye is a surgeon and injury epidemiologist. She is a graduate of Makerere University, the University of London, the State University of New York (Albany), and Charis Bible College Uganda. For a decade she worked as a surgeon in the Accident & Emergency department at Mulago Hospital. She has also worked with the Ugandan Ministry of Health, and the World Health organization. She is on faculty at Makerere University where she teaches and conducts research on trauma and injuries. She is a wife and mother of two daughters, Mirembe and Agasha.
