Americans are dying in a series of horrific attacks, the latest involving nerve gas, and authorities have no clue as to who is responsible. Finally, Maxim Korshkin, a shadowy Russian arms dealer and fugitive, says he has the answer. He offers to tell all but the price is his rescue from a foreign country. Does he have the answers - or is he just trying to save his own skin?

LCDR Mike McGregor and marine Captain Kelli Moore, both recently wounded in a harrowing mission to Yemen, are tasked with finding Korshkin and bringing him back. Aided by Moore's enigmatic grandfather - a former intelligence officer - as well as their new CIA handler, the two officers are beset by dangerous pursuers. Finally Korshkin's survival and their own will come down to a desperate battle at sea.
